Non-academic recognition

Are you in Italy and intend to take part in a public competition? Do you want to register with an employment center, but do not know how to make your degree earned abroad count? In Italy, the procedures for recognizing degrees for non-academic purposes, such as academic recognition, vary depending on the need. 1 - Public Competitions To enter, as a worker, the public administration in Italy generally requires passing a public competition. Holders of a foreign qualification of any level (such as secondary school or higher education), subject to the requirements of the law, can also participate in competitions to access jobs in Italian public administrations, thanks to a recognition procedure indicated in Article 2 of Presidential Decree 189/2009. The purpose of the recognition process is to evaluate the main qualification required by the competition notice, i.e. to evaluate the equivalence of the foreign qualification to the Italian one, without issuing an Italian qualification (equivalence), so it is necessary to attach the specific competition notice to the application for equivalence This procedure does not apply in the case of "competitions" referring to regulated professions (e.g., teacher) or in the case of access to PhD courses . The body responsible for this procedure is the Presidency of the Council of Ministers - Department of Civil Service - UOLP - Recruitment and Mobility Service. If, on the other hand, you already hold a main Italian degree and wish to have other foreign degrees evaluated, you may apply the provisions of Article 3 paragraph 1 letter a) of Presidential Decree No. 189 of July 30, 2009. This procedure applies only to foreign degrees issued in one of the Lisbon Convention countries. 2 - Social Security Purposes It is possible to have foreign degrees evaluated for social security purposes, for the redemption of the relevant period of study. This procedure applies only to foreign degrees awarded in one of the countries party to the Lisbon Convention. The application must be submitted directly to INPS, which in turn will send the documentation to MIUR, which will issue a final decision within 90 days and notify both the administration and the person concerned. In the case of a negative outcome, it is possible to submit a 'petition for reconsideration by producing additional documentation, within 30 days of notification of the final decision. 3 - Registration with employment centers. The procedure for evaluating foreign degrees for registration with the Job Centers, applies only to foreign degrees issued in one of the Lisbon Convention countries. The application should be submitted directly to the Employment Centers, which will send it to the MIUR. The final decision will be issued within 90 days and communicated to both the administration and the interested party. In case the evaluation of the foreign qualification is negative, a reconsideration application can be submitted by producing additional documentation, within 30 days of the notification of the final decision. 4 - Access to practicum/internship with foreign title For access to the internship or apprenticeship, the evaluation of educational qualifications is required as a requirement for some regulated professions. This evaluation is carried out by the MIUR after consultation with the National University Council and the National Council or College of the relevant professional category, if one exists. This procedure applies only to foreign titles issued in EU, EEA/EFTA countries and the Swiss Confederation. 5 - Awarding scholarships and other benefits. It is possible to have foreign degrees evaluated for the awarding of scholarships and other benefits provided or recognized by public administrations. This procedure applies only to foreign degrees issued in one of the countries party to the Lisbon Convention. The application must be submitted directly to the administration concerned, which will be responsible for the evaluation of the foreign degree, having acquired the opinion of the MIUR. In case of a negative outcome, it is possible to submit an application for reconsideration by producing additional documentation, within 30 days from the notification of the final decision. 6 - Evaluation of qualifications and community certifications Italian administrations may evaluate, by Law, qualifications issued by institutions of a European Union country, in cases of proceedings in which the possession of a degree, advanced course, certification of professional experience and any other certificate for the recognition of acquired skills is required. The responsible administration evaluates the correspondence of degrees or certificates acquired in other member states of the European Union or in states party to the Agreement on the European Economic Area or in the Swiss Confederation through the prior acquisition of the favorable opinion issued by MIUR.
